Another matter which urgently calls for preventive measures is the sale of cocaine in the streets and else- where to prostitutes and others. (The sale to soldiers is already prohibited under the Defence of the Realm Regulations, but cases have been brought to the notice of the Home Office in which cocaine purchased in the streets by women has been passed on to soldiers.)

The most convenient way of dealing with the question would be by a Regulation under the Defence of the Realm Act, which would give power to control dealings in opium etc. similar to the power which has been given for controll- If this ing dealings in war material (see Regulation 30a.) method is adopted, Regulation 51 would give the Folice the necessary powers of search and seizure.
The difficulty of dealing with the question in this way is that its bearing on the "Defence of the Realm" is neither very direct not important. It would have to be justified on the grounds that opium is an rticle required for war purposes; that its exportation has been prohibited by Proclamation; and that the smuggling traffic causes serious difficulties and delays to our overseas' trade.
The only alternative method would be legislation which may be difficult to get and would akty possibly not be regarded as uncontroversial, If the matter is dealt with now by a Defence of the Realm Regulation, a permanent measure would have to follow at a later date.
